The Community Health Assist Scheme (CHAS) is a national healthcare initiative by the Ministry of Health (MOH) that enables all Singapore Citizens to receive subsidies for medical and dental care at participating general practitioners (GPs) and dental clinics.

Who is eligible for CHAS?

All Singapore Citizens are eligible for CHAS, but subsidy levels vary depending on your household's monthly income per person or the annual value of your home. The scheme also extends enhanced benefits to Merdeka Generation and Pioneer Generation seniors.

How to use CHAS card at Phoenix Medical

We are here to make your visit as smooth and stress-free as possible. Here is how you can make full use of your CHAS benefits when you visit our clinic:

Bring your CHAS card (or digital equivalent)

  • Present your physical CHAS, Merdeka Generation, or Pioneer Generation card at reception.
  • If you have activated the digital CHAS card in your Singpass app, that is equally acceptable.
  • Please also have your NRIC on hand so our staff can confirm your identity.

Inform our team before your consultation

  • Let our receptionist know you intend to use CHAS.
  • This enables us to pull up the correct subsidy tier in advance and keeps your waiting time to a minimum.

Tier verification and subsidy application

  • Our software links directly to the national CHAS database.
  • Within seconds, we can confirm whether you fall under Green, Orange, Blue, Merdeka, or Pioneer Generation tiers.
  • Any relevant subsidies, whether for common illnesses, chronic care, or screenings, are automatically factored into your bill.

Payment

  • After your consultation, you will receive an itemised invoice showing the full cost, the subsidy applied, and your net amount payable.
  • If you are managing a chronic disease under the CDMP, you may also choose to offset the remaining balance with MediSave (subject to the 15 % cash co‑payment required by MOH).
  • Our staff will be glad to guide you through the payment options.

How much MediSave can I use?

If you are managing a chronic condition under the CDMP, you can use MediSave in combination with your CHAS subsidy. This will then entail:

  • Covers consultation fees, medication, lab tests, and selected health monitoring
  • Can be used for up to 20 chronic conditions, including diabetes, hypertension, asthma, and high cholesterol
  • Up to SGD500 per year from your MediSave or a family member’s account

Subsequently, this will help further reduce your out-of-pocket cost when managing long-term conditions at our clinic.

Do I need to register separately for CHAS?

If you are a Singapore Citizen, you can apply for CHAS online at chas.sg. Merdeka and Pioneer Generation members are automatically enrolled, and no extra registration is needed.

How do I know what CHAS tier I fall under?

Your CHAS tier is based on household income or the Annual Value (AV) of your home. You can check your tier by visiting chas.sg, or our clinic staff can help verify it during your visit.

Is CHAS only for low-income families?

No. While CHAS was initially designed to support lower-income families, it now includes middle-income households and those without income, such as retirees. The CHAS Green tier ensures anyone with a chronic condition can receive subsidies, regardless of income.

Can I use CHAS at any GP clinic?

CHAS subsidies are only valid at participating CHAS-accredited clinics. Phoenix Medical is a CHAS clinic, and your subsidy is applied automatically when you visit us.

Do I need to bring my physical CHAS card?

You can present either your physical CHAS, Merdeka, or Pioneer Generation card, or show your digital card via the Singpass app. Please also bring your NRIC for verification.

Can I use CHAS for my child or elderly parent?

Yes. CHAS applies to individual eligible Singapore Citizens. As such, each person must have their own CHAS card. Subsidies are not transferable, but every cardholder can receive subsidised care at Phoenix Medical.

Can I use CHAS for health screenings?

Can I use CHAS for vaccinations?

Yes. Vaccines listed under the National Adult Immunisation Schedule (NAIS), such as flu, pneumococcal, and HPV vaccines, may be subsidised under CHAS, depending on your age and eligibility.

How many visits am I entitled to under CHAS?

Your subsidy limits depend on your CHAS tier and whether you are receiving treatment for common illnesses or chronic conditions. For example, CHAS Blue cardholders are eligible for subsidies for up to 24 chronic visits each year.

What is the difference between CHAS and MediSave?

CHAS provides immediate, upfront subsidies at the point of care. MediSave allows you to use your CPF savings to pay for eligible chronic disease treatment. You can use both together if your condition qualifies.

What happens if my financial situation changes — What happens to my CHAS tier?

CHAS requires renewal biennially. You can log into SingPass and submit your new household income details to get reassessed for a higher subsidy. Otherwise, you may email CHAS to inform them to have your eligibility reassessed right away.
